O'Brien sent to me some time ago a memorial which he intended to send in to the SS Ceylon, asking to be removed back again to his old place. In this memorial he intended to send in at the end of this month, unless before that time he received a telegram with the word "Don't".
That telegram I sent him about a fortnight ago having ascertained from Lord Ripon that although there was no certain prospect of a vacancy...
